One proposal. Phase 1 first. Cancel if it is not good enough.
Two views — by implementation phase and by solution capability — so the roadmap stays transparent. Phase 1 is sized for the Ministry: 8–10 weeks, livestock can walk first, and the contract can stop if performance is not satisfactory.

Core web modules, field workflow, warehouse/intake, food supply, training, market information, controlled data sharing. Livestock Department can walk first. If Phase 1 is not satisfactory, MALFB can cancel the contract. Later phases are not a rewrite.
